Host: How do you read these figures?

専門家

Expert: The headline number is almost unchanged from last year. But look at the breakdown and the picture is different. It is the young who are falling; the older group is in fact rising.

司会

Host: So flat overall, but with the composition swapping over.

専門家

Expert: Just so. What is worth guarding against here is the danger of looking only at the average and concluding "nothing has changed". Two opposing movements are cancelling out, and the figure merely happens to come out the same.

司会

Host: In thinking about policy, which should we be looking at?

専門家

Expert: It is hard to narrow it to one. But the fall among the young governs the shape of the whole from here on, so if it is left alone the average itself will start to move in a few years. In that sense I think one may say the priority is high.

司会

Host: So a change invisible now will surface eventually.

専門家

Expert: Yes. Statistics are results; they do not tell us causes. Reading that out is our job.
