Host: How do you read these figures?

数字（すうじ）自体（じたい）は前年（ぜんねん）とほとんど変（か）わっていません。ただ、内訳（うちわけ）を見（み）ると様相（ようそう）が異（い）なります。減（へ）っているのは若年層（じゃくねんそう）で、高年（こうねん）層（そう）はむしろ増（ふ）えている。

Expert: The headline number is almost unchanged from last year. But look at the breakdown and the picture is different. It is the young who are falling; the older group is in fact rising.

全体（ぜんたい）としては横（よこ）ばいでも、中身（なかみ）が入れ替（いれか）わっていると。

Host: So flat overall, but with the composition swapping over.

そういうことです。ここで注意（ちゅうい）したいのは、平均（へいきん）だけを見（み）て「変化（へんか）がない」と結論（けつろん）づけてしまう危（あや）うさです。相反（あいはん）する二（ふた）つの動（うご）きが打ち消（うちけ）し合（あ）って、たまたま同（おな）じ数字（すうじ）になっているにすぎない。

Expert: Just so. What is worth guarding against here is the danger of looking only at the average and concluding "nothing has changed". Two opposing movements are cancelling out, and the figure merely happens to come out the same.

政策（せいさく）を考（かんが）えるうえでは、どちらに目（め）を向（む）けるべきなのでしょう。

Host: In thinking about policy, which should we be looking at?

どちらか一方（いっぽう）に絞（しぼ）るのは難（むずか）しいですね。ただ、若年層（じゃくねんそう）の減少（げんしょう）は今後（こんご）の全体像（ぜんたいぞう）を左右（さゆう）しますから、放置（ほうち）すれば数年後（すうねんご）に平均（へいきん）そのものが動き出（うごきだ）します。その意味（いみ）で、優先度（ゆうせんど）は高（たか）いと申し上（もうしあ）げていいかと思（おも）います。

Expert: It is hard to narrow it to one. But the fall among the young governs the shape of the whole from here on, so if it is left alone the average itself will start to move in a few years. In that sense I think one may say the priority is high.

つまり、今（いま）は見（み）えていない変化（へんか）が、いずれ表（おもて）に出（で）てくる。

Host: So a change invisible now will surface eventually.

ええ。統計（とうけい）は結果（けっか）ですから、原因（げんいん）を語（かた）ってはくれません。そこを読み解（よみと）くのが私（わたし）たちの仕事（しごと）です。

Expert: Yes. Statistics are results; they do not tell us causes. Reading that out is our job.
