観光客(かんこうきゃく)の増加(ぞうか)をめぐって、地域(ちいき)の側(そば)から不満(ふまん)の声(こえ)も上(うえ)がっています。まず、Aさんいかがですか。
Host: There is discontent from local communities over the rise in tourist numbers. First, what do you think?
経済効果(けいざいこうか)は否定(ひてい)しません。しかし、その恩恵(おんけい)を受(う)けるのは一部(いちぶ)の事業者(じぎょうしゃ)に限(かぎ)られる一方(いっぽう)で、負担(ふたん)は住民(じゅうみん)全体(ぜんたい)にのしかかっている。この非対称(ひたいしょう)が問題(もんだい)の核心(かくしん)だと思(おも)います。
A: I don't deny the economic effect. But while the benefit is confined to a minority of businesses, the burden falls on residents as a whole. That asymmetry is the heart of the matter, I think.

Host: And you?
おっしゃることは分(わ)かります。ただ、負担(ふたん)といっても内容(ないよう)はさまざまで、混雑(こんざつ)と、ごみや騒音(そうおん)とでは対策(たいさく)がまるで違(ちが)います。ひとくくりに論(ろん)じると、かえって手(て)を打(ぶ)ちにくくなる。
B: I take the point. But "burden" covers many things, and the remedies for crowding and for litter or noise are entirely different. Lumping them together actually makes them harder to address.
それは同意(どうい)します。実際(じっさい)、住民(じゅうみん)の不満(ふまん)の多(おお)くは、量(はか)そのものよりも、生活(せいかつ)の場(ば)が観光(かんこう)の対象(たいしょう)として扱(あつか)われることに向(む)けられている。
A: I agree with that. In fact, much of the residents' discontent is directed less at the sheer numbers than at their living space being treated as an object of tourism.

B: If so, adjusting volume through entry limits alone is not enough. The question is how to convey to visitors that this is somewhere people live.

Host: So not reducing numbers, but remaking the relationship?

A: Yes. At the least, I think any remedy that leaves that out will not last.
