In Japan the plastic bags you are given when shopping became chargeable. Before it started, plenty of voices said there was no way a few yen could change people's habits. In fact, however, many people began carrying a shopping bag with them, and the proportion of people refusing a plastic bag is said to have risen sharply.

That said, plastic bags are only a tiny share of rubbish as a whole, and this alone does not solve the environmental problem. Even so, I think the rule had another meaning. By being asked “do you need a bag?” every time we shop, we came to be conscious of our own choice. Perhaps what changes a habit is not a large prohibition but a small question.
