こうしたことをじっくり考慮（こうりょ）してから、推進者（すいしんしゃ）は法律案（ほうりつあん）という形（かたち）で計画案（けいかくあん）を提出（ていしゅつ）するが、議会（ぎかい）での批判（ひはん）に対処（たいしょ）するために、ルートの変更（へんこう）を余儀（よぎ）なくさせられるかもしれない。
