それもありますが、より本質的（ほんしつてき）な問題（もんだい）は、効果（こうか）を測（はか）る指標（しひょう）そのものが決（き）まっていない点（てん）です。何（なに）をもって成功（せいこう）とするのかが曖昧（あいまい）なまま進（すす）めれば、後（あと）から評価（ひょうか）しようがない。

A: That too, but the more fundamental problem is that the measure of success itself has not been fixed. If we proceed while what counts as success is vague, there will be no way to evaluate it afterwards.

ごもっともです。ただ、指標（しひょう）が固（かた）まるのを待（ま）っていては、時期（じき）を逃（のが）すおそれもあります。

A: In that case, one could also try it on a small scale first and build the measures from the results.

B: I see. So it isn't a choice between going ahead entirely and cancelling.
