Meaning
Conjecture based on some evidence or hearsay — "apparently ~ / I hear that ~ / it seems ~". Stronger evidence-base than そうだ (hearsay); more objective than みたいだ.
Formation
[plain form] + らしい (普通形 + らしい)
Notes
Also attached to nouns to mean "typical of ~ / ~-like": 男らしい ("manly"), 春らしい ("spring-like"). Conjugates like an i-adjective: らしかった、らしくない.
