Notes
It must be answered by a denial — 〜とは限らない, 〜わけではない, or a plain negative. The pattern exists to reject an inference someone might reasonably draw, so a sentence that ends affirmatively is broken.

日本人（にほんじん）だからといって、敬語（けいご）が上手（じょうず）とは限（かぎ）りません。
Being Japanese does not necessarily mean you are good at keigo.
