では、新（あたら）しい制度（せいど）について、皆（みな）さんの意見（いけん）を聞（き）かせてください。
Now then, please let us hear everyone's opinion on the new system.
私（わたし）は賛成（さんせい）です。理由（りゆう）は、社員（しゃいん）の負担（ふたん）が減（へ）るからです。
I am in favour. The reason is that it reduces the burden on staff.
費用（ひよう）をかけても、必（かなら）ず効果（こうか）があるとは限（かぎ）らないと思（おも）います。
I do not think spending the money necessarily means there will be an effect.
つまり、効果（こうか）を確（たし）かめないことには決（き）められない、というわけですね。
So what you mean is that we cannot decide without confirming the effect.
