Meaning

A very polite request — "could you please ~ for me?". Built from humble いただく / もらう potential negative. The most natural polite request form.

Formation

[verb te-form] + いただけませんか (very polite) / もらえませんか (polite)

Notes

Hierarchy of politeness: 〜てください < 〜てもらえませんか < 〜ていただけませんか < 〜ていただけないでしょうか. Used for asking favors of superiors or strangers.
