Notes
Formal. It very often follows a question word (誰であれ, 何であれ), and the doubled form AであれBであれ lists two alternatives that make no difference.
Examples
誰（だれ）であれ、規則（きそく）を守（まも）らなければなりません。
Whoever it may be, they must obey the rules.
