[verb ない-stem] + ずにはいられない （する → せずにはいられない）
Notes
An impulse the speaker cannot suppress — laughing, crying, speaking up. Like ざるを得ない it uses the classical ず, so する becomes せずに. ざるを得ない is outside pressure; this is inner impulse.

I cannot watch that film without crying.
