Meaning
The formal written equivalent of で — "in ~", "at ~", "in the field of ~".
Formation
[noun] + において · [noun] + における + [noun]
Notes
Written and formal: announcements, reports, academic prose. In speech で is what you say — 会議室で instead of 会議室において. Before a noun it becomes における: 日本における教育.
Examples
会議（かいぎ）は東京（とうきょう）において行（おこな）われます。
The conference will be held in Tokyo.
